Next Speaker Luncheon
The road to flipping California’s competitive 47th Congressional District is quickly becoming a war over public integrity and election-cycle spending. Entrepreneur and businesswoman, Jenny Rae Le Roux, running as a fiscal conservative to unseat freshman Democratic incumbent Dave Min, has officially thrown her hat into the June 2 primary. While her entry adds a compelling familial twist to the race—given that her cousin is Virginia’s prominent Democratic Governor Abigail Spanberger—Le Roux is laser-focused on exposing what she calls a corrupt and cyclical fundraising loop that weaponizes public funds for progressive political gain.
Armed with data from her leadership at Cal DOGE, Le Roux is centering her congressional bid on a massive $72 million taxpayer-funded pipeline directed into the immigration nonprofit CHIRLA. According to Le Roux, this money creates a closed-loop system of political entrenchment: progressive politicians secure massive public grants and city "relief" funds for the organization, which CHIRLA then uses to fund civic mobilization and voter education targeting vulnerable demographics—including future immigrants still in Mexico. This community access quickly translates into strategic campaign endorsements and voter mobilization that helps put figures like Karen Bass and Xavier Becerra into higher office, where they can direct resources right back to the nonprofit. Backed by the NRCC in a vital Orange County battleground, Le Roux is pitching her campaign as an essential outsider's intervention to stop public money from buying political power.

President's Report
Dear Members: Have we got a “not to be missed” speaker for you on June 16th! Jenny Rae LeRoux was extremely difficult to get, but she is coming and you need to see her and bring friends! I got to see and hear from her about two weeks ago and was so impressed. LeRoux is running for Congress in the 47th District in Southern California. According to polls, she should easily win the primary and make it into the general election against a short-term incumbent Democrat. Hopefully she will take that seat, which Republicans really need because due to Proposition 50 Democrat gerrymandering, California will have even fewer Republican seats in Congress.
What I am most excited about though is that she heads up Cal-DOGE. This is a fairly new organization that is finding fraud in California. They use AI to ferret out the suspicious payments and are exposing them on a daily basis. You will not believe what they have found already. For those who came to see Sheriff Chad Bianco (most impressive) I gave you a sneak peek at their findings! We are already taking reservations, so please don’t miss this one. June 16th will be our last meeting until September 16th, as we are dark for the summer.
Please vote if you have not already done so. It will be our very best chance to get a Republican governor who can at the very least stop most Democrat legislation or make it difficult, and who can write executive orders as well.
I have pictures taken at Giti and Roland Underhill’s home of the “Gus Bus” stop in Novato. Gus Mattammal who is running for CA Superintendent of Public Instruction and who truly deserves to be in that position, is going from city to city in this cute school bus in a 50-day trip before the June 2nd primary election! Don’t forget to vote for all the “down-ballot” candidates including Gus. You can also ready his book “A is for Average” which is really true in California. This book also has his solutions for why our kids can’t read or do math at grade expectations.

GGRW Board Nominations
At our April board and general meetings, we asked for volunteers to serve on our 2027 nominating committee. The committee consists of one board member and two members plus an alternate selected at a general meeting. These four ladies are: Susan Miller, Diane Tallen, Patricia Loyd and Ruth LeBlanc.
The GGRW Executive Board Officers are: President, 1st VP (programs), 2nd VP (luncheon reservations), 3rd VP (Ways & Means), Recording Secretary, Membership Secretary and Treasurer. The office of president requires first serving for one term on the Executive Board. All of the other positions are open to any member who has the desire to serve.
We encourage you to reach out to any of the ladies above or the current office holders to inquire about duties of the positions. If you have any interest in stepping into a leadership position, please do not be shy. Whether an Executive Board position or committee, we all know “teamwork makes the dream work!”
The results of our leadership search will be announced at the October meeting, per our bylaws. We will hold an election at the November meeting, at which nominations may also be accepted from the floor. The new board will take the reins the first of January 2027.
Welcome New Members
As we head into our summer break, our membership is looking awesome. We began our year with 88 members and are now sitting at 106 members. We could not have grown our club without you! A very big thank you to every member who has brought a guest to our monthly meetings as well as continuing to talk about the Golden Gate Republican Women to your community. As they say, it takes a village and our village is certainly growing! We have another amazing speaker for our June meeting, Jenny Rae LaRoux, Director of Cal DOGE. She is bringing the receipts to show us how our hard-earned money is helping finance the downfall of California through non-profits and NGOs. Even though we will be dark July and August, be on the look-out for several fun social events we have planned. Our next social event is our 500 Day Victory Party on June 7th, 4pm-6pm. Please refer to our website for additional details as well as continue to utilize our site for up to minute information on our club. We will be posting upcoming summer events, so you will not want to miss out!

In Case You Missed It
One thing that that many California Republicans worry about is that even if we are lucky enough to have a Republican governor, how will he work with a super-majority Democrat legislature? Bianco put some of those worries to rest. He has the largest sheriff department in the state and 4th largest in the country. This includes his portfolio of 17 cities (most of them blue cities) which have contracts with the Sheriff’s Department to provide law-enforcement, and where Bianco is also the police chief. That means that Bianco interfaces with 17 city councils, not to mention 12 tribal nations. So Bianco has a track record of working with both Blue and Red California. Incidentally, he has a $1.3 billion budget which has always been in the black during his term. But how can he have an impact right away? The key is that most of the “laws” that make living and doing business in California difficult and costly are not laws at all! They are regulations which were never voted on, and which can be removed by a Republican Governor. Today, 46% of the state budget is spent on health & human services. Historically HHS has only been 10% of our budget. We’re just giving everyone (especially illegal immigrants) free stuff. Bianco outlined three areas to prioritize spending. 1) public safety – Bianco will make “crime a crime again” and give firefighters the tools they need to keep our communities safe. 2) Infrastructure, including modernizing power companies’ equipment and improving the business environment for agriculture, which is currently being driven out of California due to water restrictions. We will also be oil-independent. 3) Education: Less than half of high school graduates read at grade level. Bianco would strengthen vocational training in our schools and ensure that there will never be boys playing in girls’ sports. Bianco encouraged everyone to vote their heart and conscience and not be scared off by the polls, which are often wrong.
Education
American taxpayers pay over $1 billion a YEAR to subsidize illegal immigrants’ college education. Even though 30-year-old federal law prohibits giving illegal immigrants discounted, in-state tuition at public colleges and universities, 22 states and the District of Columbia still do it. US Senator, Tom Cotton (Arkansas) has introduced a bill (Put American Students First Act) to specifically prevent anyone who is not lawfully admitted for permanent residence from obtaining in-state tuition rates at a public institution of higher education. Besides the discounted tuition, most of the offending states also extend additional financial aid to students in the country illegally. The violators include: Arizona, California (duh) Colorado, Connecticut, Hawaii, Illinois, Kansas, Maryland, Massachusetts, Nebraska, Nevada, New Jersey, New Mexico, New York, Oregon, Rhode Island, Utah, Vermont, Virginia and Washington.
Lat year the DOJ sued several states over the policy but only Texas, Oklahoma and Kentucky have terminated their in-state tuition policies for illegal immigrants. California, Oregon, Washington, Colorado and Illinois have ignored the lawsuits, with Illinois also passing a special law, making illegal immigrant students eligible for state and local financial aid, including grants, scholarships and stipends as of January 2026. Over 500,000 illegal immigrants are enrolled in US institutions of higher education, with slightly under one-fifth (90,000) in California. These states are calling this “tuition equity”. It is hurting students from modest-income families because they may have a harder time being admitted to a school, and if admitted, they pay higher out-of-state rates for tuition and fees while illegal immigrants receive taxpayer-subsidized discounts. In California, illegal immigrants can also apply for and receive state-based grants such as the Cal Grand and institutional university grants, which to not have to be paid back. If Congress passes the law, it will take effect in July and will empower the Secretary of Education to withhold funding from any state that violates it.
News You Can Use
Number One is the Free Election Fund (formerly known as The Democracy Docket), founded in 2020 by Marc Elias. This is a liberal media and advocacy organization that regularly pursues litigation to block and dismantle election integrity measures. They are financed by the Hopewell Fund which is funded by George Soros, Pierre Omidyar, Reid Hoffman, and Swiss billionaire Hansjorg Wyss. They have received $6.2 million and $13 million in direct grant funding from the Open Society foundations since 2020. It also received funding from the Omidyar Network, the Sandler Foundation and the John D. & Catherine T McArthur Foundation.
As of October 2025 the Elias firm is engaged in 63 “voting rights” lawsuits related to issues including Congressional redistricting and efforts by the Trump Department of Justice to obtain information on state voter registration, the processing of mail-in ballots received after Election Day, and proof of citizenship requirements. In 2025 the Elias law firm was paid $3 million by the Democratic National Committee. Elias served as General Counsel for Hillary Clinton, John Kerry and oversaw challenges to the 2020 election lawsuits filed by the Trump campaign. He was also hired by Kamala Harris’s campaign for potential recounts and post-election litigation. Elias hired Christopher Steele’s firm to produce the infamous dossier of fabrications regarding President Trump and Russia
CREW - Citizens for Responsibility and Ethics in Washington is a left-wing advocacy organization that engages in lawfare to block President Trump’s agenda. It litigated to expand mail-in voting including accepting ballots received after Election Day. Donors include the Open Society foundation, George Soros, CA Democrat Governor Candidate Tom Steyer and the SEIU.
ACLU American Civil Liberties Union and its state affiliates have challenged and dismantled President Trump’s election integrity efforts, filing over 100 lawsuits against the administration. The ACLU has represented many lefty organizations in challenging voter ID requirements, including the League of Women Voters Education Fund, the League of Women Voters of Arizona, The Hispanic Federation, and the NAACP. The ACLU sued the state of North Carolina over redistricting, and sued to compel the state of Mississippi to create additional majority black districts. (No longer allowed by the Supreme Court). They challenged New Hampshire’s law requiring proof of citizenship to register to vote and challenged the DOJ’s effort to obtain voter registration data from California and other states. They are funded by the Open Society Foundation (including $15 million in 2022) the Rockefeller and Ford Foundations, the Carnegie Corporation and former Facebook COO Sheryl Sandberg. In 2023 the ACLU received $500,000 from New Venture Fund a non-profit grant making Democrat, dark money fund administered by Arbella Advisors
Brennan Center for Justice, an independent non-profit operating at New York University’s School of Law. It is actively engaged in challenging election integrity efforts of the Trump administration. It also sued to restore voting rights to convicted felons in Mississippi and other states. The Center is funded by $400,000 from Soros’ Foundation and $1 million from the Pew Charitable Trusts, the Ford Foundation, Pierre Omidyar, and Tides Foundation
